If you are looking for an inexpensive solution, You can extend the
concept of a noise cancelling headset, to make an active noise cancelling
device that could cover open space. You might want to replace the pickup
microphones on the headset with more sensitive and directional microphones,
and hookup the headset outputs to a high powered stereo amp/external speakers.
Incase if you want to reduce the noise indoors, you may want to add some
filter to cut down the wind noise, reproduce the sound through wireless speakers
that you can carry around.

I've tried these out at the Bose store in my local mall, and it canceled most of the sound coming from the mall itself. I want a pair myself.
