Where would the ideal location for a paper mill be? Best answer on the web

Paper mills need to have a source of fiber to make pulp, be it from a plant source or recycled source. They also need a water supply and a place to dump the wastes that are left over from the process.[thus the not in my neighborhood quip] There must be people near by to work in the mill and there must be a transportation system available to move the raw materials and the finished product.
An ideal site would have to have all of these.
If the area has roads and rail service you could put it just about anywhere there is ample supply of logs.
It needs to be quite away from any town becouse the smell is horrible,but not too far for the workers to commute.
It would have to be located close, but not too close, to a town or towns to provide a labor base. Some paper mills are considered to be dirty and some have an odor that can be smelled miles away.
A good highway is a must to transport logs from wooded areas. Another must is a river. Rivers are used for the bleaching process and other uses. Paper mills use a ton of water.
I don't think the mountains would be a good location because of transportation problems.
Also, it would have to be located in a community that wants a paper mill. A lot of communities don't like them.
Add. It has to be next to a river for water. No water tank or water line can come close to providing the water the plant would need.
